Barisan Nasional

(APPROVED BY THE SUPREME COUNCIL OF BARISAN NASIONAL NOVEMBER 20, 2010)


This organization shall be called the Barisan Nasional Malaysia (hereinafter referred to as the "Barisan Nasional")

This organization is essentially Association of political parties that support the goals of the Barisan Nasional.

As applied in this Constitution: -

  1. "Barisan Nasional" means the Barisan Nasional Malaysia;
  2. Members” means a particular representative of a Party member;
  3. Party Members” means any party as stated in Clause 6;
  4. Supreme Council” means Barisan Nasional Malaysia’s Supreme Council;
  5. State Coordinating Committee” means Barisan Nasional’s Committee at the state level;
  6. Section Coordinator Committee” means Barisan Nasional’s Committee at the section level. A section must include a parliament constituency.
  7. Consolidated Members” means any organizations, political organizations, clubs association, Non-Governmental Organizations (NGO) as stated in Clause 6.
  8. Associate Members” means any individual as stated in Clause 6.

Barisan National must be administered:

  1. At the national level by the Supreme Council;
  2. At the state level by the State Coordinating Committee;
  3. In the constituency of the Section Coordinator Committee 

Barisan Nasional objectives are as follows:

  1. Nurture and retain a harmonious and united Malaysia race;
  2. Strive to achieve physical and spiritual development and maintaining Islam as the official religion, but other religions may be practiced in peace and tranquillity anywhere in the Federation and to uphold and practice the principles of Rukun Negara;
  3. Strive to create a fair and equitable society;
  4. Endeavour to foster closer relations among members of the Barisan Nasional;

6.1 Barisan National members are made up of 3 types:

  1. Party member
  2. Consolidated Members; and
  3. Associate member

6.2 Party members consist of

  1. United Malays National Organisation (UMNO)
  2. Malaysia Chinese Association (MCA)
  3. Malaysian Indian Congress (MIC)
  4. United Traditional Bumiputera Party (PBB)
  5. Sarawak United People's Party (SUPP)
  6. Malaysian People's Movement Party (GERAKAN)
  7. People's Progressive Party (PPP)
  8. Liberal Democratic Party (LDP)
  9. United Sabah People's Party (PBRS)
  10. United Pasokmomogun Kadazandusun Murut Organisation (UPKO)
  11. United Sabah Party (PBS)
  12. Sarawak Progressive Democratic Party (SPDP)
  13. Sarawak Peoples' Party (PRS)
  14. Other political parties agreed unanimously by all party members to be admitted as a member of the Barisan Nasional

6.3 Consolidated Members are any organization, political organizations, clubs, associations, non-governmental organizations (NGO) that has been approved by the Supreme Council to be accepted as a member of the Barisan Nasional.

6.4 Associate Members are Malaysian citizens aged 21 years and over, not a registered member to any political party and have registered membership with Barisan Nasional Headquarters.

7.1 Each Party Members have full rights to attend, give opinions and vote at the meeting of the Supreme Council, the State Coordinating Committee or the Coordinating Committee for each Division

7.2 Subject to the approval of the supreme council, each associate member may:-

  1. Attend and give their opinion in the barisan nasional convention,
  2. Attend and give their opinion in the supreme council meeting,
  3. Attend and give their opinion at their respective state coordinating
  4. Committee meeting and divisional coordinating committee meeting; and
  5. Partake in the activities as determined by the supreme council.

7.3 Each affiliate member may attend and give their opinion in the barisan nasional convention and partake in the activities as determined by the supreme council.

7.4 The barisan nasional supreme council has the right to decide on all matters relating to the rights of the member and membership and its decision is absolute and final.

8.1 SUPREME COUNCIL

ALL BARISAN NASIONAL AFFAIRS SHALL BE ADMINISTERED BY THE SUPREME COUNCIL WHICH SHALL FUNCTION AS THE SUPREME EXECUTIVE BODY OF BARISAN NASIONAL. THE SUPREME COUNCIL SHALL CONSIST OF THE FOLLOWING:-

  1. CHAIRMAN
  2. DEPUTY CHAIRMAN
  3. VICE CHAIRMAN
  4. SECRETARY GENERAL
  5. TREASURER GENERAL
  6. THREE REPRESENTATIVES FROM EACH MEMBER PARTY, INCLUDING IF ANY, MEMBER APPOINTED AS VICE CHAIRMAN.
  7. A REPRESENTATIVE REPRESENTING ALL YOUTH MOVEMENTS FROM ALL MEMBERS TO BE APPOINTED AND DECIDED BY THE COORDINATING COMMITTE OF BARISAN NASIONAL YOUTH MOVEMENT.
  8. A REPRESENTATIVE REPRESENTING ALL WOMEN MOVEMENTS FROM ALL MEMBERS TO BE APPOINTED AND DECIDED BY THE COORDINATING COMMITTE OF THE SAID BARISAN NASIONAL WOMEN’S MOVEMENT.
8.2 THE OFFICIALS OF BARISAN NASIONAL

THE OFFICIALS OF BARISAN NASIONAL SHALL CONSIST OF THE FOLLOWING:-

  1. CHAIRMAN
  2. DEPUTY CHAIRMAN
  3. VICE CHAIRMAN
  4. SECRETARY GENERAL
  5. TREASURER GENERAL
  6. PUBLIC OFFICER.
8.3 THE FUNCTIONS OF OFFICIALS OF THE SUPREME COUNCIL
  • CHAIRMAN

    THE CHAIRMAN OF BARISAN NASIONAL, WHO SHALL ALSO BE THE CHAIRMAN OF THE SUPREME COUNCIL, SHALL BE ELECTED BY THE MEMBERS OF THE SUPREME COUNCIL. THE CHAIRMAN SHALL REMAIN IN OFFICE AT THE PLEASURE OF THE SUPREME COUNCIL. IN THE EVENT THE CHAIMAN RESIGNS FROM HIS OFFICE, THE RESIGNATION SHALL BE EFFECTIVE AFTER APPROVAL OF THE SUPREME COUNCIL WHICH SHALL ELECT AS SOON AS POSSIBLE A NEW CHAIRMAN. THE CHAIRMAN SHALL HAVE THE POWER TO CALL A MEETING OF ANY THE STATE, DIVISIONAL COORDINATING COMMITTEES.
  • DEPUTY CHAIRMAN

    THE DEPUTY CHAIRMAN OF BARISAN NASIONAL, WHO SHALL ALSO BE THE DEPUTY CHAIRMAN OF THE SUPREME COUNCIL, SHALL BE ELECTED BY THE MEMBERS OF THE SUPREME COUNCIL. THE DEPUTY CHAIRMAN SHALL REMAIN IN OFFICE AT THE PLEASURE OF THE SUPREME COUNCIL. IN THE EVENT THE DEPUTY CHAIMAN RESIGNING FROM HIS OFFICE, THE RESIGNATION SHALL BE EFFECTIVE AFTER APPROVAL OF THE SUPREME COUNCIL WHICH SHALL ELECT AS SOON AS POSSIBLE A NEW DEPUTY CHAIRMAN. THE DEPUTY CHAIRMAN SHALL CARRY OUT THE DUTIES AND RESPONSIBILITIES OF THE CHAIRMAN IN HIS ABSENCE EITHER IN THE COUNTRY AND/OR IN MEETINGS.
  • VICE CHAIRMAN

    EACH MEMBER PARTY SHALL APPOINT ANY THREE (3) REPRESENTATIVES AS VICE CHAIRMAN IN THE SUPREME COUNCIL. THE VICE CHAIRMAN SHALL REMAIN IN OFFICE OF THE PLEASURE OF THE SUPREME COUNCIL. IN THE ABSENCE OF THE CHAIRMAN OR THE DEPUTY CHAIRMAN, AN ACTING CHAIRMAN SHALL BE ELECTED FROM AMONG THE VICE CHAIRMAN IN CONSULTATION WITH THE SUPREME COUNCIL TO CARRY OUT ALL DUTIES OF THE CHAIRMAN. THE ACTING CHAIRMAN SHALL HAVE THE POWERS OF THE CHAIRMAN WHILE HE IS CARRYING OUT THE DUTIES OF THE CHAIRMAN. THE FUNCTIONS OF THE VICE CHAIRMAN IN GENERAL SHALL BE TO ASSIST THE CHAIRMAN IN HIS DUTIES APART FROM BEING THE HEAD OF THE PARTIES WHICH THEY REPRESENT, AND ALSO TO LOOK AFTER THE INTEREST OF THE PARTIES THEY REPRESENT AND TO ENSURE THAT THE RESPECTIVE PARTY SHALL NOT ACT IN ANY WAY CONTRARY TO THE CONSTITUTION OF BARISAN NASIONAL OR THE POLICIES WHICH HAVE BEEN FORMULATED BY THE SUPREME COUNCIL
  • SECRETARY GENERAL

    A SECRETARY GENERAL SHALL BE APPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN AFTER CONSULTATION WITH THE SUPREME COUNCIL AND SHALL BE RESPONSIBLE FOR THE ADMINISTRATION OF BARISAN NASIONAL.
  • TREASURER GENERAL

    A TREASURER GENERAL SHALL BE APPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN AFTER CONSULTATION WITH THE SUPREME COUNCIL AND SHALL BE RESPONSIBLE FOR THE FINANCIAL AFFAIRS OF BARISAN NASIONAL.
  • PUBLIC OFFICER

    PUBLIC OFFICERS SHALL BE OPPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN AND SHALL BE THE OFFICER WHO SHALL SUE OR BE SUED IN THE NAME OF BARISAN NASIONAL. HE MAY OR MAY NOT BE A MEMBER OF THE SUPREME COUNCIL.
8.4 FUNCTIONS, POWERS AND RESPONSIBILITIES OF THE SUPREME COUNCIL.

THE FUNCTIONS, POWERS AND RESPONSIBILITIES OF THE SUPREME COUNCIL SHALL BE AS FOLLOWS:-

  1. TO FORMULATE POLICIES FOR BARISAN NASIONAL;
  2. TO COORDINATE MATTERS CONNECTED WITH ANY GENERAL OR BY ELECTION FOR PARLIAMENTARY, STATE AND LOCAL AUTHORITY ELECTIONS;
  3. TO DECIDE ON DISCIPLINARY MEASURES AFFECTING MEMBER PARTIES;
  4. SUBJECT TO THE PROVISIONS OF THIS CONSTITUTION, TO MAKE STANDING RULES AND ORDERS AS IT MAY CONSIDER NECESSARY FOR THE PROPER CONDUCTOF
  5. BARISAN NASIONAL’S BUSINESS;

    THE SUPREME COUNCIL MAY DELEGATE ITS POWERS TO ANY OF ITS COMMITTEES WHICH IT MAY SET UP;
  6. TO APPROVE THE FORMATION AND SPECIFY THE MEMBERSHIP OF THE STATE AND DIVISIONAL COORDINATING COMMITTEES;
  7. TO FORM THE BARISAN NASIONAL WOMEN’S AND YOUTH MOVEMENT.

MEMBER PARTIES SHALL HAVE THE RIGHT TO REPLACE THEIR REPRESENTATIVE OR REPRESENTATIVE IN THE SUPREME COUNCIL OR IN ANY OTHER COMMITTEE OR COMMITTEES BY SENDING A NOTICE OF SUCH REPLACEMENT TO THE SECRETARY GENERAL AND SUCH REPLACEMENT SHALL TAKE EFFECT FROM THE DATE OF THE SAID NOTICE.

NOTICE OF THE SUPREME COUNCIL MEETING TOGETHER WITH ITS AGENDA SHALL BE GIVEN AT LEAST FOURTEEN (14) DAYS BEFORE SUCH MEETING EXCEPT IN CASE OR URGENCY, A MEETING MAY BE HELD AT SUCH SHORTER NOTICES AS THE CHAIRMAN MAY DIRECT.

THE QUORUM FOR A MEETING OF THE SUPREME COUNCIL IS BY MAJORITY OF MEMBER PARTIES PRESENT.

THE SUPREME COUNCIL SHALL MEET AT LEAST TWICE A YEAR ON THE DIRECTION OF THE CHAIRMAN OR ACTING CHAIRMAN. ONE OF SUCH MEETINGS MAY BE THE ANNUAL GENERAL MEETINGS OF BARISAN NASIONAL PROVIDED IT IS HELD NOT LATER THAN 30TH JUNE EACH YEAR. A SPECIAL SUPREME COUNCIL MEETING MAY BE CALLED AT THE WRITTEN REQUEST OF NOT LESS THAN ONE-THIRD OF THE TOTAL NUMBER OF MEMBERS PARTIES. THE SECRETARY GENERAL SHALL CALL THE SPECIAL MEETING WITHIN TWENTY ONE (21) DAYS OF RECEIPT OF SUCH OF WRITTEN REQUEST.

DECISIONS AT MEETING OF THE SUPREME COUNCIL SHALL BE BY UNANIMITY EXCEPT DECISIONS TAKEN UNDER ARTICLES 15 AND 22 WHICH SHALL BE BY MAJORITY VOTE IN WHICH CASE EACH MEMBERS PARTY SHALL HAVE ONE VOTE.

ANY MEMBER PARTY WHICH FOR SOME VALID REASON COULD NOT ATTEND ANY SUPREME COUNCIL MEETING SHALL HAVE THE RIGHT TO ASK FOR THE DEFERMENT OF THE IMPLEMENTATION OF THE DECISION TAKEN AT THE SAID MEETING AND WHICH EVENT THE SUPREME COUNCIL SHALL CONVENE ANOTHER MEETING AS SOON AS POSSIBLE TO DISCUSS THE SAME MATTER.

THE SUPREME COUNCIL SHALL HAVE THE POWER TO TAKE DISCIPLINARY ACTION, SUSPEND OR EXPEL ANY MEMBER PARTY FOR ACTING IN ANY MANNER PREJUDICIAL TO THE INTEREST OF BARISAN NASIONAL.

THE EMBLEM BADGE AND FLAG OF BARISAN NASIONAL IS THE WHITE SCALE (DACING) AGAINST A ROYAL BLUE BACK GROUND PROVIDED HOWEVER ANY MEMBER PARTY MAY BE PERMITTED TO USE THEIR RESPECTIVE EMBLEM, BADGE AND FLAG IF DEEMED NECESSARY.

17.1 SOURCES OF INCOME

THE SOURCE OF INCOME OF BARISAN NASIONAL SHALL BE DERIVED FROM MEMBER PARTY CONTRIBUTIONS AND OTHER DONATIONS.

17.2 AUTHORITY FOR EXPENDITURE

AUTHORITY FOR UTILISING BARISAN NASIONAL’S FUNDS IS VESTED WITH THE CHAIRMAN.

17.3 ACCOUNTS

THE TREASURER GENERAL SHALL KEEP PROPER ACCOUNTS OF INCOME AND EXPENDITURE AND PREPARE THE ANNUAL STATEMENT OF ACCOUNTS ENDING 31 ST DECEMBER EACH YEAR, WHICH, AFTER AUDIT SHALL BE SUBMITTED TO THE SUPREME COUNCIL AT ITS ANNUAL GENERAL MEETING FOR ADOPTION.

17.4 AUDITOR

THE SUPREME COUNCIL SHALL APPOINT AUDITOR(S) TO AUDIT THE ACCOUNT BOOKS OF BARISAN NASIONAL.

ALTERATIONS OR ADDITIONS TO THE CONSTITUTION SHALL ONLY BE MADE AT A MEETING OF THE SUPREME COUNCIL, AND THEY SHALL BECOME OPERATIVE ONLY AFTER APPROVAL BY THE REGISTRAR OF SOCIETIES.

IN THE EVENTS OF ANY MEMBER PARTY CEASING TO BE MEMBER OF BARISAN NASIONAL, OR OF ITS REPRESENTATIVES(S) WITHDRAWING FROM HIS OWN PARTY, SUCH PARTY OR ITS REPRESENTATIVE(S) SHALL IPSO FACTO VACATE HIS SEAT IN THE SUPREME COUNCIL OR OTHER COMMITTEES, AND SUCH PARTY OR REPRESENTATIVE(S) SHALL BE OBLIGED TO RETURN TO THE SECRATARY GENERAL ALL DOCUMENT RECEIVED BY THE PARTY OR ITS REPRESENTATIVE(S) FROM THE CHAIRMAN, THE SECRETARY GENERAL OR THE TREASURER GENERAL DURING THEIR TENURE OF OFFICE.

A WRITTEN UNDERTAKING TO THIS EFFECT SHALL BE GIVEN BY EVERY INDIVIDUAL MEMBER OF THE SUPREME COUNCIL OR ANY OTHER COMMITTEES TO THE SECRETARY GENERAL UPON HIS OR HER ELECTION, COOPTION OR APPOINTMENT OF OFFICE.

IT SHALL BE THE DUTY OF EVERY MEMBER OF THE SUPREME COUNCIL AND ANY OTHER COMMITTEES TO NOTIFY THE SECRETARY GENERAL IN WRITING OF ANY CHANGE OF HIS ADDRESS.

BARISAN NASIONAL SHALL NOT BE RESPONSIBLE FOR NON RECEIPT OF ANY COMMUNICATIONS, NOTICES ETC. ON ACCOUNT OF CHANGE OF ADDRESS

ALL NOTICES, COMMUNICATIONS, ETC. LEFT AT OR ADDRESSED BY POST TO THE LAST KNOWN ADDRESS OF A MEMBER SHALL BE DEEMED TO HAVE BEEN VALIDLY SERVED.

THE HEADQUARTER OF BARISAN NASIONAL SHALL BE AT SUITE 1 & 2, 8TH FLOOR , MENARA DATO’ ONN, PUSAT DAGANGAN DUNIA PUTRA, JALAN TUN ISMAIL, 50480 KUALA LUMPUR OR AT SUCH PLACES AS MAY BE DETERMINED BY THE SUPREME COUNCIL AND APPROVED BY THE REGISTRAR OF SOCIETIES.

THE HEADQUARTER SHALL BE CALLED THE “BARISAN NASIONAL HEADQUARTER, MALAYSIA”.

IN CASE OF ANY DISPUTE AS TO THE INTERPRETATION CONSTRUCTION, AND MEANING OF ANY OF THE ARTICLES OF THIS CONSTITUTION OR OF ANY STANDING RULES AND ORDERS, THE INTERPRETATITON, CONSTRUCTION, RENDERING OR MEANING DETERMINED BY MAJORITY MEMBERS OF THE SUPREME COUNCIL SHALL BE FINAL AND CONCLUSIVE.

23.1 THE STATE COORDINATING COMMITTEE OF BARISAN NASIONAL SHALL COMPRISE A CHAIRMAN, SECRETARY AND TREASURER, THREE (3) REPRESENTATIVES FROM EACH MEMBER PARTY INCLUDING THE VICE CHAIRMAN, A REPRESENTATIVE OF THE YOUTH MOVEMENTS REPRESENTING ALL THE YOUTH MOVEMENTS FROM EACH MEMBER PARTY APPOINTED BY THE COORDINATING COMMITTEE OF THE BARISAN NASIONAL YOUTH MOVEMENT AT STATE LEVEL AND A REPRESENTATIVE OF THE WOMEN’S MOVEMENTS REPRESENTING ALL THE WOMEN’S MOVEMENTS FROM EACH MEMBER PARTY APPOINTED BY THE COORDINATING COMMITTEE OF BARISAN NASIONAL WOMEN’S MOVEMENT AT STATE LEVEL.

23.2 THE FUNCTIONS, OF OFFICIALS OF THE STATE COORDINATING COMMITTEE SHALL BE AS FOLLOWS:-

  • CHAIRMAN

    THE CHAIRMAN OF THE STATE COORDINATING COMMITTEE SHALL BE APPOINTED BY THE CHAIRMAN OF THE SUPREME COUNCIL IN CONSULTATION WITH THE SUPREME COUNCIL. THE CHAIRMAN SHALL HOLD OFFICE AT THE PLEASURE OF THE CHAIRMAN OF THE SUPREME COUNCIL SHALL PRESIDE AT ALL MEETINGS OF THE STATE COORDINATING COMMITTEE.
  • VICE CHAIRMAN

    EACH MEMBER PARTY SHALL APPOINT ANY OF THEIR REPRESENTATIVES AS A VICE CHAIRMAN IN THE STATE COORDINATING COMMITTEE OF BARISAN NASIONAL. THE VICE CHAIRMAN SHALL REMAIN IN OFFICE AT THE PLEASURE OF THE PARTY HE REPRESENTS. IN THE ABSENCE OF THE CHAIRMAN, AN ACTING CHAIRMAN SHALL BE ELECTED FROM AMONG THE VICE CHAIRMAN. WHILE EXERCISING THE FUNCTIONS OF THE CHAIRMAN, THE ACTING CHAIRMAN SHALL HAVE THE FULL POWER AS THAT OF THE CHAIRMAN.
  • SECRETARY

    THE SECRETARY SHALL BE APPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN OF THE STATE COORDINATING COMMITTEE IN CONSULTATION WITH THE STATE COORDINATING COMMITTEE AND SHALL BE RESPONSIBLE FOR GENERAL ADMINISTRATION OF THE STATE COORDINATING COMMITTEE.
  • TREASURER

    THE TREASURER SHALL BE APPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN OF THE STATE COORDINATING COMMITTEE IN CONSULTATION WITH THE STATE COORDINATING COMMITTEE AND SHALL BE RESPONSIBLE FOR THE FINANCIAL AFFAIRS OF THE STATE COORDINATING COMMITTEE.

23.3 THE FUNCTIONS, POWER AND RESPONSIBILITIES OF THE STATE CO-ORDINATING COMMITTEE SHALL BE AS FOLLOWS:-

  1. TO COORDINATE ACTIVITIES OF THE DIVISIONAL COORDINATING COMMITTEES;
  2. TO ACT AS THE LIAISON BODY BETWEEN THE SUPREME COUNCIL AND DIVISIONS IN THE STATE IN ALL MATTERS AS MAY BE SPECIFIED BY THE SUPREME COUNCIL.
  3. TO MAINTAIN AND FOSTER CLOSE RELATIONSHIP AND SOLIDARITY BETWEEN MEMBER PARTIES IN THE STATE;
  4. TO CARRY OUT SUCH DIRECTIVES AS MAY BE ISSUED TO IT BY THE SUPREME COUNCIL INCLUDING THE FORMATION OF BARISAN NASIONAL WOMEN’S AND YOUTH MOVEMENTS AT STATE LEVEL.

24.1 THE DIVISIONAL COORDINATING COMMITTEE OF BARISAN NASIONAL SHALL COMPRISE OF THREE (3) REPRESENTATIVES FROM MEMBER PARTY, A REPRESENTATIVE REPRESENTING ALL YOUTH MOVEMENTS FROM EACH MEMBER PARTY APPOINTED BY THE COORDINATING COMMITTEE OF THE BARISAN NASIONAL YOUTH MOVEMENT AT DIVISIONAL LEVEL, A REPRESENTATIVE REPRESENTING ALL WOMEN MOVEMENTS FROM EACH MEMBER PARTY APPOINTED BY THE COORDINATING COMMITTEE OF THE BARISAN NASIONAL WOMEN’S MOVEMENT AT DIVISIONAL LEVEL, MEMBER OF PARLIAMENT AND STATE ASSEMBLYMEN FROM BARISAN NASIONAL, IF ANY, AND THE FOLLOWING OFFICIALS SHALL BE APPOINTED FROM AMONGST THE REPRESENTATIVE OF MEMBER PARTY ONLY:

  1. CHAIRMAN
  2. SECRETARY
  3. TREASURER

IF THE DIVISIONAL COORDINATING COMMITTEE CONSIST OF LESS THAN EIGHT (8) REPRESENTATIVES, EACH OF THE MEMBER PARTIES IN THE DIVISION MAY APPOINT UP TO TWO (2) ADDITIONAL MEMBERS OF THE DIVISIONAL COORDINATING COMMITTEE.

24.2 THE FUNCTIONS OF OFFICIALS OF THE DIVISIONAL COORDINATING COMMITTE SHALL BE AS FOLLOWS:-

  • CHAIRMAN

    THE CHAIRMAN OF THE DIVISIONAL COORDINATING COMMITTEE SHALL BE APPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN OF THE SUPREME COUNCIL IN CONSULTATION WITH THE CHAIRMAN OF THE STATE COORDINATING COMMITTEE.     THE SECRETARY SHALL BE APPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN OF THE DIVISIONAL COORDINATING COMMITTEE OF THE DIVISION FROM ANYONE OF THE COMMITTEE MEMBERS IN CONSULTATION WITH THE DIVISIONAL COORDINATING COMMITTEE. HE SHALL BE RESPONSIBLE FOR THE PROPER ADMINISTRATION OF BARISAN NASIONAL OF THE DIVISION
  • TREASURER 

    THE TREASURER SHALL BE APPOINTED FOR A PERIOD OF TWO (2) YEARS AT A TIME BY THE CHAIRMAN OF THE DIVISIONAL COORDINATING COMMITTEE FROM ANYONE OF THE COMMITTEE MEMBERS IN THE DIVISION IN CONSULTATION WITH THE DIVISIONAL COORDINATING COMMITTEE. HE SHALL BE RESPONSIBLE FOR THE FINANCIAL AFFAIRS OF THE DIVISION.

MEMBER OF PARLIAMENT AND STATE ASSEMBLYMEN OF BARISAN NASIONAL, IF ANY. THE MEMBER OF PARLIAMENT AND STATE ASSEMBLYMEN OF BARISAN NASIONAL IN THE DIVISION, IF ANY, SHALL BE EX-OFFICIO COORDINATING COMMITTEE MEMBER OF THE DIVISION. HE SHALL REMAIN AS A COORDINATING COMMITTEE MEMBER DURING HIS TERM OF OFFICE AS MEMBER OF PARLIAMENT OR STATE ASSEMBLYMEN AS THE CASE MAY BE.

24.3 THE FUNCTIONS, RESPONSIBILITIES AND POWERS OF THE DIVISIONAL COORDINATING COMMITTEE SHALL BE AS FOLLOWS:-

  1. TO PROMOTE UNDERSTANDING AND COOPERATION AMONG THE MEMBER PARTIES IN THE DIVISION ON MATTERS OF COMMON INTEREST;
  2. TO ASSIST IN THE PREPARATION AND IMPLEMENTATION OF PARTY PROJECT(S) FOR THE PEOPLE AT THE DIVISIONAL LEVEL;
  3. TO ASSIST IN ORGANISING PEOPLE TO PARTICIPATE IN COMMUNITY SERVICES;
  4. TO ASSIST IN THE EXPLANATION OF GOVERNMENT POLICIES TO THE PEOPLE IN THE DIVISION;
  5. TO ACT AS A LIAISON BODY BETWEEN THE PEOPLE IN THE DIVISION OF THE STATE.

24.4 FREQUENCY OF MEETINGS OF STATE AND DIVISIONAL COORDINATING COMMITTEE. THE STATE AND DIVISIONAL COORDINATING COMMITTEES SHALL HOLD THEIR RESPECTIVE MEETINGS AT LEAST ONCE IN TWO (2) MONTHS OR WHEREVER DIRECTED BY THE RESPECTIVE CHAIRMAN OR ON A WRITTEN REQUEST BY NOT LESS THAN ONETHIRD (1/3) OF THE COMMITTEE MEMBERS OF THE RESPECTIVE COMMITTEE.

24.5 QUORUM FOR MEETING

THE QUORUM FOR THE MEETING OF THE STATE AND DIVISIONAL COORDINATING COMMITTEE IS BY MAJORITY OF MEMBER PARTIES PRESENT.

24.6 DECISION

DECISION SHALL BE BY UNANIMITY AS SET OUT IN ARTICLE 13.

25.1 EVERY ASSOCIATE MEMBER SHALL PAY A SUBSCRIPTION FEE OF RINGGIT MALAYSIA TEN (RM 10.00) TO REGISTER AS A MEMBER. THE SUBSCRIPTION FEE IS PAID ONLY ONCE.

25.2 EVERY AFFILIATE MEMBER SHALL PAY A SUBSCRIPTION FEE OF RINGGIT MALAYSIA FIVE (RM 5.00) TO REGISTER AS A MEMBER. THE SUBSCRIPTION FEE IS AS PAYMENT FOR A LIFETIME MEMBERSHIP FEE

26.1 CONVENTION AT NATIONAL LEVEL OR STATE LEVEL MAY BE HELD, IF NECESSARY.

26.2 THE AGENDA, NUMBER OF DELEGATES FROM EACH MEMBER PARTY, VENUE AND TIME FOR THE CONVENTION AS STATED IN ARTICLE 26.1 SHALL BE DETERMINED BY THE SUPREME COUNCIL.
